Panganai Mandara is the Founder and Principal Consultant at Panarty Emergency Consulting.
Panganai is an experienced emergency management professional with municipal and provincial experience supporting preparedness, response, and recovery operations across Alberta. His background includes leading regional emergency management programs, facilitating Hazard Identification and Risk Assessments (HIRA), coordinating Incident Management Team (IMT) training, and supporting Emergency Coordination Centre (ECC) and Incident Command Post (ICP) operations.
Navigating Risk, Compliance, and Accountability
He has worked closely with elected officials, senior executives, emergency advisory committees, first responders, and community partners to develop compliant, practical, and defensible emergency management programs.
Panganai holds a Bachelor of Emergency and Security Management Studies and an Emergency Management Diploma, and maintains advanced Incident Command System training. His approach emphasizes clarity, collaboration, and continuous improvement, ensuring organizations are not only compliant, but operationally ready.
